Uganda’s water and environmental sector is currently managed by multiple institutions, including ministries, regulatory agencies, and public utilities. No single institution has full authority to block all large infrastructure, mining, or industrial projects on environmental grounds. The proposed Authority would be legally independent from political control and would have the power to approve or block major projects based on climate and water risk assessments.
